Introduction

After the announcement of the policy by Mr. Prasert Jantarawong, Minister of Digital Economy and Society (DES), on September 12, the National Digital Economy and Society Commission (NDESC) has taken the initiative to implement the “Go Cloud First” policy. This policy aims to expand cloud adoption and establish a digital infrastructure for both the public and private sectors. The focus is on building standardized Public and Private Clouds for managing government data. Additionally, the government plans to attract leading global companies to invest in Cloud Data Centers in Thailand, positioning the country as a regional hub.

Key Projects for 2567

On September 13, 2566, Mr. Puchong Nuttayotsang, Secretary-General of NDESC, announced that there are 7 key projects planned for 2567 to expand and enhance the existing projects. These projects aim to develop a comprehensive digital infrastructure, including:

1. Development of a Central Government Cloud and a Healthcare Central Cloud, expanding cloud services for advanced systems, data storage, and GDCC Marketplace services. The goal is to promote the use of Hybrid Clouds for Ministry and Agency-level organizations, such as Health Cloud. Collaboration with private sector service providers to train government personnel in GDCC services, ensuring expertise in cloud management and cybersecurity for at least 200 individuals per year. Additionally, promoting the use of GDCC services among government agencies.
2. Development of a National Healthcare Cloud to improve healthcare service efficiency, data security, and interoperability for diagnosis and treatment planning. This project aims to support Sub-district Health Promoting Hospitals (SDHPH) in managing and storing data on a Software as a Service (SaaS) Cloud platform with standardized data security. In emergency situations, healthcare providers will have quick access to patient data for life-saving interventions.
3. Enhancement of Digital Contribution to GDP measurement by improving the framework for measuring digital economic value and Gross Domestic Product (GDP) in Thailand. This includes expanding the definition of digital economy activities and using the Computable General Equilibrium (CGE) model to forecast future digital economic activities. The goal is to increase the digital industry’s contribution to GDP by 30% by 2570.
4. Thailand Digital Outlook study for 2567 to collect and analyze data related to digital development for the economy and society. This study will use OECD indicators and align with national development plans to propose digital policy guidelines that are comparable to developed countries. The study will also focus on utilizing digital technologies, such as multimedia, Augmented Reality (AR), Virtual Reality (VR), applications, games, and other platforms, to promote the digital cultural heritage of Thailand.
5. Upgrading Digital Community Centers and expanding the Digital Volunteer Network (DVN) to enhance ICT community centers as sustainable digital hubs. This includes providing public internet access, developing digital community center management systems, and promoting digital literacy among the population. The DVN will collaborate with network partners, such as the Volunteer Social Development and Human Security Group (VSDHSG), student councils, and personnel from the Department of Local Administration, to expand the network by 4 volunteers for each DVN personnel. These volunteers will help disseminate digital knowledge.
6. Digital Cultural Heritage project to promote the digital transformation of national cultural heritage through various digital formats, such as multimedia, AR, VR, apps, games, and other platforms. This project aims to leverage Thailand’s soft power by presenting cultural heritage in a digital format that is easily accessible and understandable. It also involves developing a network for preserving cultural heritage in a digital format. Additionally, policy recommendations will be made to promote the development of the Digital Content industry from a cultural perspective, creating soft power that adds value to society and generates income for the country.
7. Development of the Digital Economy Fund by improving the information system to support various operations and enhancing the capabilities of fund personnel.

Conclusion

The NDESC is committed to implementing these 7 key projects in 2567 to achieve the Sustainable Development Goals (SDGs) and drive Thailand’s digital transformation. These projects focus on expanding cloud adoption, improving healthcare services, measuring digital economic value, studying digital development, enhancing digital community centers, promoting digital cultural heritage, and developing the Digital Economy Fund. By prioritizing these projects, Thailand aims to become a regional hub for digital innovation and economic growth.
