Azerbaijan’s Thermal Power Plant Modernization Project Earns Carbon Credits

A thermal power plant modernization project in Azerbaijan, financed by the European Bank for Reconstruction and Development (EBRD), has become the first project to earn carbon credits through energy efficiency measures. The project, known as AzDRES, has been registered with the Clean Development Mechanism (CDM) Board and is expected to generate over 10 million carbon credits over a period of 10 years. These credits can be sold on carbon markets, including the European Union’s (EU) Emissions Trading Scheme (ETS). The acceptance of AzDRES by the CDM Executive Board marks it as the first power plant energy efficiency modernization project registered under the CDM and only the second CDM project in Azerbaijan.

The EBRD provided a loan of US$207 million in 2006 under its Sustainable Energy Initiative for the modernization and improvement of energy efficiency at Azerbaijan’s largest power plant, AzDRES ThPP. The project involved updating the command and control systems of the plant’s seven dual fuel units, as well as rehabilitating old and inefficient boilers and turbines. Additionally, the project included repairs to water cooling systems and chimneys. Along with the loan, the EBRD also provided technical assistance through its fund for early transition countries.
