UNFCCC Approves Tool to Describe Sustainable Development Co-Benefits of CDM Projects
23 November 2012
Introduction
The Executive Board of the Clean Development Mechanism (CDM) approved a tool during its 70th meeting in Doha, Qatar, which allows project participants to describe the sustainable development co-benefits of their CDM projects. This tool is an important step towards achieving the Sustainable Development Goals (SDGs) set by the United Nations.
CDM Project Requirements
In order for a CDM project to be registered, it must demonstrate real emission reductions and contribute to the host country’s sustainable development goals. The host country is responsible for providing a letter of approval confirming this requirement. The newly approved tool provides project participants with a voluntary means to describe the co-benefits of their projects based on specific criteria.
Business and Management Plan
The Board also provisionally approved its business and management plan for 2013-2014 during the meeting. The plan focuses on several key areas:
- Providing simplicity and predictability in CDM operations
- Ensuring integrity of certified emission reductions (CERs)
- Ensuring the CDM contributes to the sustainable development of all host countries
- Further expanding the geographic reach of the CDM
- Promoting the use and safeguarding the reputation of the CDM as a mechanism for low-carbon development
Additionally, the Board agreed on a 5% budget reduction, taking into account the recent decline in CER prices and the current uncertainty in the level and timing of future demand for credits.
Conclusion
The 70th meeting of the Executive Board of the CDM concluded just before the start of the UN Climate Change Conference in Doha. The Board, operating under the authority and guidance of the Conference of the Parties (COP) serving as the Meeting of the Parties to the Kyoto Protocol, plays a crucial role in supervising the CDM. The approval of the tool to describe sustainable development co-benefits and the adoption of the business and management plan demonstrate the commitment to achieving the SDGs and promoting low-carbon development.
