The Town of Clarksville has been awarded $2.26 million in grant funding and nearly $950,000 in loans from the U.S. Department of Agriculture (USDA) to upgrade its wastewater treatment system.

USDA Funding for Sewer Plant and Pump Station Upgrades

This recent funding is the second award received by the town from the USDA for the purpose of upgrading its aging sewer plant and pump stations. Earlier this year, the town was granted $1.698 million through a USDA Rural Development grant, along with a Rural Development loan of $602,000.

  • Installation of an activated-sludge reactor with a center divider wall and diffusers
  • Replacement of submersible mixers and piping
  • Construction of a blower building
  • Replacement of the Kinderton pump station with three grinder pumps and related features

The project received sealed bids on May 17. J. Harman Saunders Construction of South Boston submitted the lowest bid of $496,425 to complete improvements on the Kinderton Pump Station, while Waco Inc. of Sandston offered the lowest bid of $4,798,490 for the upgrades to the town’s wastewater treatment plant.

Need for Additional Funding

During a June meeting of the Clarksville Town Council, Town Manager Jeff Jones informed members that the cost of the upgrades had significantly increased over the past year. In order to proceed with the project without delays, the town needed to secure additional funding through grants and loans.
