Disaster Losses and Damages Tracking

Introduction

UNDRR and partner organisations are actively supporting countries in monitoring their progress in reducing losses and damages caused by disasters at national and sub-national levels. This is done through the implementation of a publicly-accessible disaster information management system called DesInventar. DesInventar has been instrumental in establishing national disaster losses and damages databases in approximately 110 Member States. These databases provide a comprehensive overview of human, economic, and infrastructural losses, with detailed data available at subnational levels. The data collected aligns with the relevant targets and indicators of the Sendai Framework, facilitating the recording of relevant data disaggregation.

The Need for a New Tracking System

Recognizing the evolving user needs and the availability of modern solutions, UNDRR, UNDP, and WMO are collaborating to develop a new hazardous event and disaster losses and damages tracking system. This new system aims to replace the existing DesInventar with a more comprehensive and interoperable tracking system. The new system will cover both hazardous events and disaggregated losses and damages at localized scales.

Benefits of the New Tracking System

The development of this new tracking system brings several benefits:

  • Comprehensiveness: The new system will provide a more comprehensive approach to tracking hazardous events and their associated losses and damages.
  • Interoperability: The new system will be interoperable, allowing for seamless integration with existing databases and systems.
  • Localization: The new system will enable the tracking of losses and damages at localized scales, providing a more granular understanding of the impacts of disasters.
  • Alignment with SDGs: The new system will align with the Sustainable Development Goals (SDGs), ensuring that disaster-related data contributes to the achievement of these global targets.

Conclusion

The development of a new hazardous event and disaster losses and damages tracking system is a collaborative effort between UNDRR, UNDP, and WMO. This system will replace the existing DesInventar and provide a more comprehensive and interoperable approach to monitoring and tracking disasters. By enabling the tracking of losses and damages at localized scales, this new system will contribute to a better understanding of the impacts of disasters and support the achievement of the SDGs.

SDGs, Targets, and Indicators

  1. SDG 11: Sustainable Cities and Communities

    • Target 11.5: By 2030, significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations.
    • Indicator: Number of deaths, missing persons, and directly affected persons attributed to disasters per 100,000 population.
    • Indicator: Direct economic loss in relation to global GDP, including disaster damage to critical infrastructure and disruption of basic services.
  2. SDG 13: Climate Action

    • Target 13.1: Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries.
    • Indicator: Number of countries that have integrated mitigation, adaptation, impact reduction, and early warning measures into their national policies, strategies, and planning.
  3. SDG 17: Partnerships for the Goals

    • Target 17.16: Enhance the global partnership for sustainable development, complemented by multi-stakeholder partnerships that mobilize and share knowledge, expertise, technology, and financial resources to support the achievement of the sustainable development goals in all countries.
    • Indicator: Number of countries reporting progress in multi-stakeholder development effectiveness monitoring frameworks that support the achievement of the sustainable development goals.
