A Second Person Charged in Child Endangerment Case

BAUDETTE, Minn. — A second person has been charged in connection with a child who suffered severe burns and didn’t receive treatment for days.

Charges Against Ciera Cook

Ciera Cook, the mother of the child, is now facing charges for endangerment of a child in Lake of the Woods County.

Cook made her first appearance in court on Wednesday, May 8, the day after her boyfriend, Cory Roper, made his first appearance in court. Roper is accused of using scalding hot water to punish Cook’s biological son, a 3-year-old. It left the boy with burns on 16% of his body.

Court documents say the investigating officer determined Ciera Cook was not at home when the incident took place on April 26. It took three days for Cook to take the 3-year-old to the hospital for treatment of his injuries.

Investigation and Interview

The investigating officer later interviewed Cook about why it took her so long to take the child in for treatment.

  • Documents say she told the officer she didn’t think the burns were that serious.
  • When presented with a picture of her son’s injuries, she admitted they were bad, but said she was still reluctant to bring him in.

If found guilty of the neglect or endangerment of a child charge, Cook could spend up to five years in prison.

Charges Against Cory Roper

Roper faces three felony charges, the most serious of which is a felony child torture charge. He could face up to 25 years in prison if convicted. Both are being held at the Lake of the Woods Detention Center.

The step-great-grandmother of the child tells WDAY news the injured boy will be placed in the custody of his biological father.
