Operation Limelight USA: Combating Female Genital Mutilation

Two ICE special agents performing outreach at Dulles airport

Operation Limelight USA (OLLUSA) is the premier Female Genital Mutilation (FGM) outreach and education program led by Homeland Security Investigations (HSI). Established in 2017, OLLUSA aims to educate and raise awareness about the health, criminal, and immigration consequences of FGM among the traveling public at international airports across the United States. Through its efforts, HSI OLLUSA has successfully conducted outreach and education campaigns at 15 airports nationwide, reaching thousands of passengers. This program has garnered recognition from both domestic and international organizations, including the Women in Federal Law Enforcement and the World Class Policing Awards, for its significant contribution to combating FGM.

The Sustainable Development Goals (SDGs)

  1. Goal 3: Good Health and Well-being
  2. Goal 5: Gender Equality
  3. Goal 10: Reduced Inequalities
  4. Goal 16: Peace, Justice, and Strong Institutions

Operation Limelight USA aligns with several of the United Nations’ Sustainable Development Goals (SDGs), emphasizing the importance of addressing FGM as a global issue:

  • Goal 3: Good Health and Well-being – Operation Limelight USA aims to protect the health and well-being of individuals by raising awareness about the physical and psychological consequences of FGM.
  • Goal 5: Gender Equality – By combating FGM, Operation Limelight USA contributes to achieving gender equality and empowering women and girls to exercise their rights and live free from violence and discrimination.
  • Goal 10: Reduced Inequalities – Operation Limelight USA addresses the inequality faced by girls and women who are subjected to FGM, promoting equal opportunities and protection for all individuals.
  • Goal 16: Peace, Justice, and Strong Institutions – FGM is recognized as a serious human rights abuse and a form of gender-based violence. Operation Limelight USA supports justice and strong institutions by investigating allegations of FGM and enforcing federal laws against this harmful practice.

The Human Rights Violators and War Crimes Center, led by HSI, is the primary U.S. government entity responsible for responding to allegations of FGM. It supports investigations into cases involving domestic practitioners, parents intending to subject their daughters to FGM, and instances of taking a child abroad for the purpose of committing FGM. FGM is internationally recognized as a form of gender-based violence, a severe human rights violation, and a serious form of child abuse when practiced on children. It is considered a crime under federal law (18 U.S.C. § 116) and in 41 states.

  2. SDG 16: Peace, Justice, and Strong Institutions
